Japanese A11y keyboard UI not consistent in Lock screen with in system

Steps:
1.Go to lock screen
2.Switch to A11y Japanese layout 
3.Check its UI

Actual:
In lock in screen ,For A11y Japanese keyboard UI is also new UI, but layout display 英汉 etc. buttons like old style; 

refers to attached screenshot

Note:
1.Not repro for Input view keyboard

Log in system, whether Japanese keyboard is Input view or A11y layout, lock screen, its layout will change to different UI , but in lock screen, Open A11y layout, it restored original layout, if close A11y again in lock screen, it is still keep original keyboard

Please use "normal" or "a11y" mode to describe whether turn on/off a11y keyboard.

Please confirm the bug again. I already updated the UI.
