HW switch button & ABC icon not works for T13n transliteration layout when in emoji panel with input focus on pwd input box

Steps:
1.Switch to T13n Transliteration keyboard , eg. Hindi, Hebrew ,Arabic transliteration keyboard
2.Focus on any pwd input box
3.Tap emoji icon to emoji panel 
4.Tap HW switch icon or ABC icon 

Actual:
No response 
refers to attached video

Note:
1.Only repro in input view keyboard , not repro for A11y layout
2.Not repro for other keyboard,(xkb, cjk layout is ok) 
3.For T13n keyboard, also not repro

Because of input bundle data.
We are tidying up it.
