OS: Windows(7,8,8.1,10) and Linux(14.04 LTS.

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://history page.
2. Press the 'Ctrl + F'  key from keyboard to open find-in-page textbox and observe.

Actual: Find-in-page text-box doesn't appear for first instance.
Expected: Find-in-page text-box should appear for first instance.

This is a regression issue, broken in M-69 series, will soon update other info.

NOTE: Find-in-page text-box doesn't appear for first instance and it is appear when we press 'Ctrl + F'  key second time.

Actual: Find-in-page text-box doesn't appear for first instance.
Expected: Find-in-page text-box should appear for first instance.

This is a non-regression issue, seen from M-60 series.

NOTE: 
1. This issue is working properly on chrome://settings and chrome://bookmarks page.
2. This issue is also reproducible on Stable #67.0.3396.99 and Beta #68.0.3440.42
