OS:Windows(7,8,8.1,10) & Linux(14.04 LTS).

Pre-condition: Set 'Force UI direction' flag to 'Right-to-left' under chrome://flags

What steps will reproduce the problem?
(1)Launch chrome, enable above flag and relaunch chrome.
(2)Open 3-4 ntp or webpages, click on first tab from R.H.S side
(3)Observe the separator line between tabs

Actual: Separator line between tabs doesn't appear after enabling RTL flags.

Expected: Separator line between tabs should be displyaed even after enabling RTL flags.

This is a regression issue broken in 'M69' and below is the manual regression range
Good Build: 69.0.3472.3(Revision:569949)
Bad Build:  69.0.3473.0(Revision:570288)

Note: Issue not seen on  Mac OS(10.12.6, 10.13.1, 10.13.5, 10.13.6)
