Increase/Decrease The Date By UP/Down Will Make an invalid Value such as Feb 31, Apr 31 or Jun 31 etc.

Reported by aninf...@gmail.com, Jun 28 2018

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.170 Safari/537.36 OPR/53.0.2907.68

Steps to reproduce the problem:
1. select the date number of <input type="datetime-local" />
2. pick a solar month of 30 days, April for exaple, and date 30.
3. select the date 30, press up key on keyboard, and then the date change to 31, which is not belong the April.
4. the event onChange: (e => e.target.valueAsNumber) will get NaN

What is the expected behavior?
the date should change to May 1, not April 31.

What went wrong?
It's obvious.

Firefox has the same problem here as well. tkent@ would you be able to assign it to the correct person?
