Emoji key misses from Zhuyin keyboard.

Platform 10822.0.0（official build) canary-channel kevin
Firmware Google_Kevin.8785.264.0


REPRO STEPS:
1.Switch to Zhuyin keyboard.
2.Check keyboard UI.
3.Open opt-in menu.
4.Click Emoji icon.


Actual result: 
2.1 Emoji key does not appear.
4.1 The Emoji layout pops up.

Expected:
2.1 Emoji key should display.
