Toggling the bookmarks bar changes window height

Reported by brandonc...@gmail.com, Jun 28 2018

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Open a Chrome window that is not touching edges of the screen
2. Turn on the bookmarks bar; note the height
3. Turn off the bookmarks bar; note the height

See that the height from 2 and 3 are different.

What is the expected behavior?
The window remains the same size and the document is given extra space.

What went wrong?
The window resized instead of the document.

Did this work before? N/A

Chrome version: 67.0.3396.87 Channel: stable

This behavior is intentional. It also matches the behavior of Safari.
