What steps will reproduce the problem?
(1) Turn on Chrome Duplex (split toolbar)
(2) Go to tab switching mode
(3) Create a new tab (either with the "+" button or in the overflow menu)

What is the expected result?
The bottom toolbar should never disappear.

What happens instead?
The bottom toolbar blinks.
