Ensure Findit builders use the optimum number of goma jobs for their number of cpus

Issue description

The current default of 200 seems insufficient for speedy compilation.

It seems from the code that this can be configured either from buildbucket or on the recipe side.

Up the number of goma jobs for findit builders.

With LUCI migration instead of several variable builders, Findit has a
single variable builder with a few beefy machines.

It is important that goma runs fast on these mostly 32 core machines.
