Configurable option for a windowed shelf app to open links that match its domain within that app instead of in Chrome

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10798.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3464.0 Safari/537.36
Platform: 10798.0.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Go to reddit.com
2. Create a shortcut to the shelf with Reddit]
3. Change that shortcut to open a New Window
4. Run that shortcut
5. Open a link to reddit.com within another application, say Slack

What is the expected behavior?
The link opens within that windowed app from the shelf (potentially via an non-default option for the shortcut to do so)

What went wrong?
The link opens in Chrome, not in the windowed app from the shelf and there is no way to direct it to do so. This causes tabs with redundant content to accumulate in Chrome vs the windowed app.

As a developer, I'd like to have links that I click in Slack open to my shelved apps (Bitbucket, Github, CircleCI, Reddit) open in those respective apps which I've configured to open in a New Window. I've created them via 'Create shortcut...' (formerly 'Add to shelf...'). Currently, this opens Yet Another Tab in Chrome and it'd be nice to keep things more organized.

Is this already possible? Would it help if there were PWA versions of those sites?

We've been working on this for some time for desktop PWAs (see Issue 740783). We're unlikely to add link capturing for non-PWAs.

+mgiuca, +ortuno to decide if this should be duped into one of the desktop PWAs bugs.

I'll just dupe this into Issue 740783.

As Dom said, we're doing this for PWAs, and probably won't do it for non-PWAs (since the site hasn't got the opportunity to opt in or control this behaviour).
You can enable an early version of this by turning on chrome://flags/#enable-desktop-pwas-link-capturing
