Issue descriptionChrome Version: 69.0.3472.3 MR version: 6918.621.0.0 OS: Mac What steps will reproduce the problem? (1) Open a page with a link. E.g. wikipedia.org (2) Open the Cast dialog (3) Move the mouse outside the dilog and on top of a link on the page e.g. "english" (4) Click the mouse button. What is the expected result? The click just dismisses the MR dialog, and doesn't affect the page underneath. What happens instead? The dialog is dismissed, but the page also registers the click and navigates to the clicked link. The Chrome menu does what I'd expect here. Clicks outside the menu dismiss the menu without affecting the page.

Takumi can you address? It's a valid expectation that clicking on the page wouldn't actually take action and better to require an extra click than accidentally cause action to happen on the page.

This behavior is true for all bubble dialogs and isn't unique to the Cast dialog. Amy, could you confirm whether this is the expected behavior?
