Unnecessary scrollbar appears on a new tab page when setting a custom search engine

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Make Google Chrome fullscreen 
2. Go to settings -> search engine.
3. Set a search engine other than Google and Bing.
4. Open a new tab page.

What is the expected behavior?
There is no scrollbar as there is nothing to scroll through, unless you have a small screen.

What went wrong?
The scrollbar appears on a big screen

Did this work before? N/A 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 10.0
Flash Version: 

It seems, this problem has occurred after updating to version 67. There were no issues with custom search engines on previous versions.
