Kevin/Crostini: Observing "Error Installing Linux..." while enabling crostini

Issue description

Chrome Version: 69.0.3473.0
Chrome OS Version: 10820.0.0
Chrome OS Platform: Kevin
Network info: Wifi

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Login device
(2) Go to settings and enable crostini
(3) wait for installing crostini

Expected Result:
- crostini/linux will be installed

Actual Result:
- Observing issue as "Error installing linux..." as shown in screenshot in feedback report

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
- Always

What is the impact to the user, and is there a workaround? If so, what is
it?

Issue also there in previous build(10800.0.0/69.0.3464.0).

On 10866.1.0, 69.0.3486.0, It is working but sometime it is throwing error for installing Linux. Mainly it is throwing error after device powerwash.
Status: WontFix (was: Untriaged)
Avinash, as discussed,

1) If you see this issue during regular usage e.g. Linux shutdown -> restart, after auto-update, ChromeOS shutdown -> boot, please file a new bug with logs. 

2) Let's get some repro steps for installation error after the powerwash scenario and files a new bug with logs.
