Swarming: when task is marked as BOT_DIED, update BotInfo so the task is not assigned to it anymore

This bot is dead, but has a current task.  This is problematic for clients like Milo since there isn't enough information to conclude that the bot is indeed offline, so it's marked as Busy.

IE it's a busy dead bot.
