Ebuild Firmware Package for Logitech PTZ Pro

Need ebuild to deploy firmware to PTZ Pro camera through chromebox. Firmware package includes:
- Video firmware: 1.1.219
- Eeprom firmware: 1.11

Did this work before? N/A

Add Logitech PTZ Pro firmware ebuild.

This CL adds ebuild for PTZ Pro firmware.
Video firmware: 1.1.220
Eeprom firmware: 1.11

BUG= chromium:857230 
TEST=emerge ptzpro-firmware and cros deploy ptzpro-firmware.
