Remove GpuClient dependency on BrowserThread

Issue description

This is needed to remove GpuClient dependency on content.

Currently, GpuClient[Impl] uses BrowserThread to make sure functions are called on the intended thread or post tasks to the intended thread. We should be able to pass an appropriate task runner to GpuClient on construction for this purpose.
