All emails that match  

from:'ESCALATE: chrome-ops-foundation'

were sent to chrome-troopers+pager@google.com. Instead, it should be sending the email to chops-foundation-alerts@google.com

This is a bug. The Foundation team should be the ones receiving alert emails instead of all Chrome Troopers.
