Looking for devices feature is confusing when it appears for < one second |

Issue descriptionChrome Version: 69.0.3472.3 MR version: 6918.621.0.0 OS: Mac What steps will reproduce the problem? (1) Connect to a network with some Chromecast devices. (test network has ~10) (2) Open the Cast dialog The "looking for devices" feature is jarring/confusing when it appears super briefly (milliseconds), which it usually does on the test network. It’s great otherwise. When it is looking for a second or two before finding devices or displaying no devices found it's really clear. But when it shows up for less than a second, it's hard to read, and looks like a bug in the UI. It has the same icon as found devices do, so it feels like a device was discovered, then disappears, then the correct list appears.

We can, but if devices appear after 0.6s for example, we'd go from blank to "looking for devices" to actual devices in that much time, which I'd say is more jarring. Please note that I put the TV icon in the "no devices" view as a placeholder, and in the mocks we have the Chromecast/Chrome logo there. I don't know if that's any less jarring though. Perhaps no icon is better?

Note for prioritizing: It doesn't happen every time the dialog is opened. Only when Chrome is first opened, or has been idle for a while. The icon might make a difference. Removing an icon all together might be even better. Can we see those without checking the code in then decide?

Thanks for the vidoe examples, Takumi! very helpful to get a sense for it.
How do you imagining the no icon version transitioning to the failure state? ("No devices found"?)
If we were to remove the icon in the looking state, the remaining thing to solve for IMO is that without an icon for longer periods of searching (> ~1sec) or failure, the text feels unanchored / misaligned.
If we can solve for that, I'm open to removing the icon in the <1 sec scenario.
