Warn when attempting to lock all DUTs in the CQ.

The atest command used to lock DUTs should warn and require confirmation when an attempt has been made to lock all DUTs in pool:cq.

I don't believe we ever decided on the right approach to this.  Adding a simple check in, e.g. atest, would be fixit level, but that only covers some cases.
