Restarting browser after expected test failure occasionally fails on Android

Issue description

Noticed this in

I think from the screenshots looks like device is rebooting at the time that browser restart is attempted.
Maybe this can be detected somehow, and the test harness will wait for the device to finish booting before attempting to start the browser?

That's strange. Why would the device reboot while the Swarming task is still running?

#1: we use I>C>C+OS=Android rather than I>C>A these days.
