Unable to pin Keyboard shortcut viewer app to the shelf.

What steps will reproduce the problem?
1. Open launcher and type in 'keyboard'
2. Open Keyboard Shortcut Viewer app displayed in the results
3. Right-click on the KSV app icon from shelf
4. Look for 'Pin' option


What is the expected result?
Pin option should be available just like any other app.

What happens instead?
Pin option is not available.

I think this is intentional, right Tao? At least, the non-app version has the same behavior.

Yes, it is by design, we do not allow to pin "Shortcuts".
