vector-effect="non-scaling-stroke" not working as expected in chrome. Only after re-render the Dom it's working. PS : That property working fine on previous version of the chrome 65.

Steps to reproduce the problem:
1. Change scale value of SVG node from JS
2. non-scaling-stroke property not working
3.

Please try to run the attached file in other browsers.

Duplicate of  bug 849080 .
It's fixed already in Chrome 68 and 69.
Chrome 67 won't have the fix, apparently.
