Tabs constantly being evicted/disconnected, forcing reload

Issue description

Chrome Version: 69.0.3474.0 (Official Build) canary (64-bit) (cohort: Clang-64)
OS: Win10

What steps will reproduce the problem?
(1) Be developing with multiple tabs and multiple windows open
(2) See Chrome Update
(3) Restart to apply update

Or
(1) Be developing with multiple tabs and multiple windows open
(2) Have Slack open
(3) Navigate to another tab

What is the expected result?
- Tabs reload their content as expected
- Slack remains connected / reconnects

What happens instead?
- The visible primary tab of each window is loaded. However, all other tabs are not loaded until actively selecting that tab.
- Further, activating tabs too quickly (e.g. clicking each to start them loading and going to the next) can cause white screen stalls forcing a refresh. 

A common example is having 4 tabs open in code search. Clicking too quickly between them seemingly interrupts the loading.

Similarly, Slack does not reconnect and periodically disconnects if not the primary tab, which I assume is also a symptom of being evicted.

Peter: I'm tagging this TabStrip, but I'm relatively confident that's probably not the right underlying component - but you may know if there's stuff going on with 'background' tabs and the like and can help triage appropriately.

This all sounds like resource coordinator stuff, which I think fdoray@ knows more about.
Status: WontFix (was: Untriaged)
We ran an aggressive tab freezing and discarding experiment to assess the maximum gains that we could get. The current behavior is much more conservative. In particular, we don't expect Slack to ever be discarded  https://crbug.com/860555  and most tabs should be reloaded on restart.

Please open a new bug is the behavior of Chrome 69.0.3497.4+ doesn't match your expectations.
