[Mac views]Unnecessary 'Empty' popup is seen in devtools emulation mode

Issue description

Chrome Version:# 68.0.3440.33
OS: MacOS 10.13.4

What steps will reproduce the problem?
(1) Enable 'Use Views browser windows instead of Cocoa.' in about://flags
(2) Relaunch chrome
(3) Open any URl
(4) Right click on window & move to devtools(Inspect)
(5) Click on 'Toggle device toolbar button'
(6) Right click on window

What is the expected result?
No popup should be seen in devtools emulation mode

What happens instead?
'Empty' popup is seen in devtools emulation mode

Note: 
1. Same issue observed on M69
2. Same issue seen on incognito mode also

Is this still repro?
I can no longer repro on 69.0.3496.0 with the #views-browser-windows flag.

Actually, right clicking on any webpage yields the normal, gray, non-views context menu for me.  Only Chrome's main 3-dot menu seems to use the new Views menu.

@MacViews folks, is this intentional?

Just to update:

1. No issue seen on M69 Canary-69.0.3496.0 when we enable mac views flag.
2. Issue still seen on latest M68 Beta-	68.0.3440.68

Status: Fixed (was: Assigned)
#6: Yup, deliberate. See issue 860673 :)
#8: That's expected - MacViews is enabled for M68 beta but *not* for M68 stable & won't be, so we aren't going to fix this on M68.

I believe this bug is therefore Fixed.
