Can't read what's typed in dev tools

Reported by christop...@gmx.com, Jun 27 2018

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.102 Safari/537.36 Vivaldi/1.97.1221.1

Steps to reproduce the problem:
A *very* nasty issue. Took me a while to figure out what's causing this:
1. enable overlay scrollbars in flags
2. restart
3. enable dark theme in dev tools
4. try to enter anything into the console

What is the expected behavior?

What went wrong?
The line height is only 50% and thus I can't read what I type.

Did this work before? N/A

Chrome version: 67.0.3396.102 Channel: stable
OS Version: 10.0
Flash Version:

I don't know whether it's needed for reproduction, but I'm using a 3200*1800 screen @ 200% hidpi
