What steps will reproduce the problem?
(1) Enable 'Use Views browser windows instead of Cocoa.' in about://flags
(2) Relaunch chrome
(3) Right click on window & see context menu UI
(4) Open Devtools (Inspect)
(5) Click on 3 dot menu (top right-Customize and control dev tools)
(6) Observe popup menu UI
(7) Go to 'More tools' and observe popup UI
(8) Go to 'Help' and observe popup UI

What is the expected result?
Steps 5,6,7 & 8 popup UI should be similar to all other context menus and like 3 dot menu at 'console' in devtools.

What happens instead?
Steps 5,6,7 & 8 popup UI is not similar to all other context menus and like 3 dot menu at 'console' in devtools.
