Application tab in Chrome DevTools doesn't parse date properly

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Open DevTools
2. Go To Application Tab > Service Workers
3. Click Service workers from other domains and check 'received' date 

What is the expected behavior?

What went wrong?
All dates are defaulted to 01/01/1970 05:30:00 because the date is null (possible scenario)

The root cause is the time reported from the browser's service worker script management is 0, and JS interprets "new Date(0)" as the Unix Epoch time.

Working on it.
