Regression: Default focus is not seen on 'Sign in to Chrome' button in Avatar menu.

Issue descriptionChrome Version: 69.0.3474.0 (Official Build)07ea11a69a583156cf0601a4a2f6253b84689574-refs/branch-heads/3474@{#1} (32/64-bit). OS: Win (7,8,8.1,10 ), Linux (14.04 LTS). Steps to reproduce: 1. Launch Chrome, Click on 'Avatar' button and add a user from 'Manage People'. 2. In newly added user, click on 'Avatar' button and observe the focus. Actual: Focus is not seen on 'Sign in to Chrome' button (instead it appears on newly created user). Expected: Focus should be seen on 'Sign in to Chrome' button.
