Focus is not seen on avatar icon after pressing tab key.

Chrome Version: 68.0.3440.42 (Official Build) 1e775812933cd8759b2ac69a967b17767d3063bd-refs/branch-heads/3440@{#544} (64 bit)

Precondition: Enable  ‘Use Views browser windows instead of Cocoa’ flags from ‘chrome://flags’.

OS: Mac(10.12.6 , 10.13.1 , 10.13.5, 10.13.6)  OS

Steps to reproduce:
1. Launch chrome and open NTP.
2. Press tab key until focus reaches to 'wrench menu' and again press tab key once.
3. Now press 'enter' key and observe.

Actual Result: Focus is not seen on avatar icon after pressing tab key.
Expected Result: Focus should be seen on avatar icon after pressing tab key.
 
This is Non-Regression issue seen from ‘M-67’ build 67.0.3381.0

Note: Issue is not reproducible on Windows(7,8,8.1,10) and Linux(14.04 LTS) OS

Rechecked the above issue on Mac(10.13.1 , 10.13.6 , 10.14.2) using latest Canary build : 72.0.3610.0 and the issue is not reproducible.If this bug still reproduces for you, please reopen or file a new issue. Thanks!
