Not able to scroll horizontally on New Tab page.

Chrome Version: Chromium 69.0.3466.0 (Developer Build) (64-bit)
OS: Linux (Ubuntu)

What steps will reproduce the problem?
(1) Open new tab.
(2) Zoom to max (500%)

What is the expected result?
Should be able to scroll horizontally by using horizontal scrollbar.

What happens instead?
Horizontal scrollbar is not shown and not able to scroll horizontally.

I can reproduce this on latest Canary (Version 69.0.3490.0 (Developer Build) (64-bit)).

This looks to be a non-regression, the "overflow-x" property of the page body is set to "hidden".
