What steps will reproduce the problem?
(1)Sign into user >> Set a wallpaper and Sign out
(2)Observe Sign out screen wallpaper >> Now again Sign in back and observe wallpaper(Please refer video)

Actual: Selected wallpaper is not seen when we sign out of the user and Sign in again
Expected: Selected wallpaper should be seen when we sign out and sign in back

This is a Regression issue as same is working fine in M-67 stable

Note: Issue is not seen in Linux,Windows OS
