Need update keyboard to the latest version for guest user

REPRO STEPS:
1.Sign in as a Guest.
2.Enable VK.
3.Switch to any keyboard.


Actual result: 
It's still old keyboard UI.

This issue also repro in log in screen , still display old keyboard UI

Note:
My account (@google.com) is a second account , log in system , all keyboard is New UI ; (the first account is Shuchen@) , and i add another account(@chromium.org) again, log in system, all keyboard also display old UI;

Status: WontFix (was: Assigned)
by design.
Only enable new UI behind the flags.
