Blank emoji panel for Japanese input for us keyboard & for Japanese keyboard

Steps:
1.Switch to Google Japanese input (for US keyboard) or 
            Google Japanese input (for Japanese keyboard)
2.Tap emoji icon go to emoji panel

Actual:
Display blank emoji panel ;

Note:
1.Can not open opt-in menu list by tapping  input tools icon  in task bar again; need to press shortcut key to switch to other keyboard to work again 
2. It is ok for Japanese keyboard and other keyboards
