Regression: Highlight gets disappears on mouse hover on 'Cancel sync' button.

Issue description

Chrome Version: 69.0.3473.0 (Official Build) Revision cd23eb9e98a965ea157e23052bb62553e5d520d5-refs/branch-heads/3473@{#1} 32/64-bit.
OS: Windows(7,8,8.1,10), Mac(10.12.6 , 10.13.1 , 10.13.5, 10.13.6) and Linux(14.04).

What steps will reproduce the problem?
1. Launch Chrome, sign-in to Chrome with valid credentials and wait till 'You've signed in and turned on Sync' overlay will appear.
2. Click on 'Settings' link on 'You've signed in and turned on Sync' overlay (It will navigate to chrome://settings/syncSetup page).
3. Now hover the mouse pointer on 'Cancel sync' button on toast message and observe.

Actual: Highlight gets disappear on hovering the mouse pointer on 'Cancel sync' button.
Expected: Highlight should not disappear on hovering the mouse pointer on 'Cancel sync' button.

This is a regression issue, broken in M-69 series, below is manual regression range:

Good build: 69.0.3469.3 (Revision: 569383)
Bad build: 69.0.3472.0 (Revision: 569948)

Using the per-revision bisect providing the bisect results:

You are probably looking for a change made after 569845 (known good), but no later than 569846 (first known bad).

The bug is that the white background exist in the first place. There should be no white background.
