Issue descriptionRelated to issue 856420. When navigating to 'https://some-place.com/' offline, if there's a service worker installed with scope 'https://some-place.com/scope', the dino page should help me find my way to the right place possibly by listing links to the installed scopes.

This needs some UX design support so re-adding UI component. Implementation-wise, Chrome doesn't yet have a good way to tell if something is really available offline. E.g., for the "PWA" detection heuristic I think we just check if something has a service worker with a fetch handler, but there's no guarantee it actually works offline. |
