Arrow keys used in url bar do not move carret, instead they remove focus from url bar completely

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10718.29.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.34 Safari/537.36
Platform: 10718.29.0 (Official Build) beta-channel eve

Steps to reproduce the problem:
1. Navigate to a URL
2. Type control + L to select URL in url bar
3. Press right arrow, to attempt to move carret to end of url string (for example, if you wanted to modify the url's path)

What is the expected behavior?
I would expect the carret to move to the end of the string in the url bar, where I can type

What went wrong?
Instead of moving the carret, the entire url bar is deselected and loses focus.

Did this work before? Yes 

Chrome version: 68.0.3440.34  Channel: beta
OS Version: 10718.29.0
Flash Version: 30.0.0.127

Also encountering this bug on 69.0.3464.0 dev on ChromeOS. Additionally, trying to use the up/down arrow keys to select between autocomplete suggestions causes focus to be removed from the search bar and the current webpage scrolls up/down instead.
