Should not display alt gr key in A11y Chinese keyboard

REPRO STEPS:
1. Switch to A11y any Chinese keyboard
2.Check its UI

Actual:
alt gr key will displayed in keyboard

The logic should be: go through all the key mappings, if no one has altgr related states, then remove this key.
