Chinese keyboard En mode auto goes back to 中 mode after voiceinput

Issue description

Version 69.0.3464.0(Official build) canary (32-bit)
Platform 10184.0.0(official build) canary-channel kevin
Firmware Google_Kevin.8785.264.0


REPRO STEPS:
1.Switch to Pinyin keyboard.
2.Switch to EN mode by unchecking "Input language is Chinese" from opt-in menu.
(because 中/En button miss from all Chinese keyboards except Zhuyin, I had filled  Issue 856460 )
3.Open Voiceinput then stop.
4.Type something.

Actual:
Pinyin candidates display. 
Seems Keyboard goes back to 中 mode automatically after voiceinput.

Expected:
Better keep in En mode.

WAI?
The behavior has been taken over from old UI.
The status of Chinese IME options seems to be input session scoped, and when switching from voice back to hmm controller, the status is reset.
