object tag fallback doesn't work on 403 response

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. create object tag wrap another object tag
2. outside one with link that will return 403
3. inside is correct image link

What is the expected behavior?
display fallback image

What went wrong?
display 403 result.

Did this work before? Yes several months ago, it was working. I'm not sure exactly version

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 10.0

Inside here it said:

If the load failed (e.g. there was an HTTP 404 error, there was a DNS error), fire a simple event named error at the element, then jump to the step below labeled fallback.

Tested the issue on chrome reported version# 67.0.3396.87 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and opened link: https://codepen.io/anon/pen/pKxvgQ
2) Able to see two images in codepen output, opened Devtools>Console seen error messages as: 
  Failed to load resource: the server responded with a status of 404 ()
  Failed to load resource: the server responded with a status of 403 (Forbidden)

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in verifying the issue, please provide your feedback on it which help in further triaging and if possible could you please provide screencast of the issue which help in better understanding.

That seems weird. The chrome that I have installed on my machine produce different result. The major version same to your one, while minor version different.

This is also reported from our client and tester.

The chrome version running on my side is following:

Google Chrome	67.0.3396.99 (Official Build) (64-bit) (cohort: Stable)
Revision	a337fbf3c2ab8ebc6b64b0bfdce73a20e2e2252b-refs/branch-heads/3396@{#790}
OS	Windows
JavaScript	V8 6.7.288.46
Flash	30.0.0.113 

Another thing is, this only happen very recently. Last few weeks.

Thanks for the report!  I think this is due to site isolation, and I've confirmed the problem goes away if you set chrome://flags/#site-isolation-trial-opt-out  to "Opt out".  I think this is the same bug as  issue 853140 , so I'll go ahead and merge this.  ekaramad@ is working on the fix and has a CL in progress at https://chromium-review.googlesource.com/c/chromium/src/+/1105635.
