HostBackendDelegateImpl should attempt a connection as soon as it is online

Issue description

Current flow:

(0) Be offline.
(1) AttemptToSetMultiDeviceHostOnBackend() is called. Call fails since device is offline. Retry timer starts.
(2) Devices goes online.
(3) Once the timer fires, another attempt is made.

However, we should really be attempting the new try after step (2). Additionally, while we are cleaning this up, we should probably only attempt a connection and use the timer if we are online.
