Regression: Touchable Chrome new tab button style

On ToT, the touchable chrome new tab button has the same color as the window caption (which used to be lighter than this), and now has a dark highlight on hover (which didn't have before). See attached video.

This may be intentional as part of the refresh new styles, if so, please close this issue.

We have also swapped the default on ToT from Touchable to Touchable Refresh, so we're not testing/planning on shipping Touchable.  I would say the changes here seem arguably OK so even if we backtrack and ship Touchable again in M69 as a fallback, we're still all right, but someone yell at me if I'm wrong.
