What steps will reproduce the problem?
(1) Open https://bugs.chromium.org/p/chromium/issues/detail?id=854926
(2) Scroll the page
(3) See the media controls overlap with the page content (see picture)

What is the expected result?
The play button and scrim should not overlap the page content.

What happens instead?
