[Findit] Change the lowest swarming priority from 255 to 200.

We previously thought that the priority range was 1,255. It turns out it
is 0, 200. Build aheads is meant to trigger builds with the lowest
possible priority, and it had been hardcoded to 255, which falls outside
the allowed range.
