Create new perf rotation for WebRTC PeerConnection |

Issue descriptionHi, I need to create a new rotation on https://chromeperf.appspot.com. The identifier pattern will be WebRTCPerf/*/webrtc_perf_tests/peerconnection_ramp_up*/*. Is it possible to name the rotation: "WebRTC PeerConnection" ? The tests will be landed in the following two CLs: - https://webrtc-review.googlesource.com/c/src/+/78361/14 - https://webrtc-review.googlesource.com/c/src/+/85140 Please tell me if we have to land the CLs before creating the rotation.

Question: When alerts occur for our rotation, will an automatic email be generated? Could that be sent to webrtc-network-bugs@grotations.appspotmail.com? We have a team rotation setup for sheriffing, and that alias would allow us to get the alerts directly. Thanks!
