infra_libs in swarming is currently several versions behind.

I want to roll it, to pick up a change I made recently to add a field in event_mon. I tried manually rolling it into luci-py, but there aren't clear instructions I could read. I managed to make some progress, but swarming itself ended up not working with the initial roll, and it looks like some code changes are in order.

I'm not familiar with how event mon and ts mon are set up, and there seems to be some decently complicated python magic which I don't know how to traverse well. Can someone more familiar with all of this handle rolling it to the latest live version, and I'll roll my version out once that's done?
