A11y: Arc++ Chromevox restarts instead of exiting

Chrome: 69.0.3464.0

Steps to repro:
# Turn ChromeVox on
# Launch an android app, such as Playstore
# Press ctrl+alt+z to turn ChromeVox off

Expected: ChromeVox shuts down

Actual: ChromeVox restarts and focus is lost from the app until I switch out and back in again with alt+tab
