android vpn no longer works

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10798.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3464.0 Safari/537.36
Platform: 10798.0.0 (Official Build) dev-channel eve

Example URL:

Steps to reproduce the problem:
1. Connect to VPN using OpenVPN Connect
2. Traffic is not routed

What is the expected behavior?
Traffic is routed. 

What went wrong?
Tried pinging an IP in our internal network (10.240.0.30).

Did this work before? Yes chromeos 68 something (latest dev channel just before upgrade to 69).

A little confused here -- you mention both Android and ChromeOS? Your log looks to be from CromeOS (and not the embedded Android environment), but there isn't anything involving the ping --- was that a literal ping from a command line?

Yes the ping was from the command line. 

I'm not sure how to submit a log from the android environment. If you guide me to instructions I'll do so.
The Android command-line? Like via adb or something? 

(I don't know much about those things, just trying to figure out who to route this to)
haha. I know even less than you :) I'm just reporting the bug because I'd like the android VPN to be fixed (since the builtin openvpn doesn't support ovpn). I only submitted the export because it appeared to be a required field.
