Password Generation - Confirmatory infobar shows unusual string

Issue description

Chrome Version: 69.0.3451.0
OS: Android 8.1.0 

What steps will reproduce the problem?
(1) Go to amazon.com and create an account
(2) Use a generate a password

The confirmatory infobar shows an unusual string: “View and manage your passwords at <Google saved passwords>” (see attached screenshot). It's unclear what the destination "Google saved passwords" is.

I think we should follow the equivalent popover on desktop and use "passwords.google.com" instead until we figure out a better cross-platform/product solution.

Steps:
(1) Go to amazon.com 
(2) Tap Sign In
(3) Select Create an account
(4) Use a generated password
(5) Tap Continue

This is a trivial change of resource IDS_MANAGE_PASSWORDS_LINK which currently reads

      <message name="IDS_MANAGE_PASSWORDS_LINK" desc="The text for a link to the user's saved passwords. This is inserted into an infobar or a bubble that the browser shows to the user. The infobar and the bubble use a separate string in the translation console that has a placeholder for this link title.">
        Google saved passwords
      </message>
