Password Generation - Confirmatory infobar shows unusual string |

Issue descriptionChrome Version: 69.0.3451.0 OS: Android 8.1.0 What steps will reproduce the problem? (1) Go to amazon.com and create an account (2) Use a generate a password The confirmatory infobar shows an unusual string: “View and manage your passwords at <Google saved passwords>” (see attached screenshot). It's unclear what the destination "Google saved passwords" is. I think we should follow the equivalent popover on desktop and use "passwords.google.com" instead until we figure out a better cross-platform/product solution.

I can't reproduce this experience. Are you signed-in and syncing? Is this reproducible on both Canary and Stable? Can you list the exact steps and URLs you are looking at?

Yes, I'm signed in and syncing. Yes, reproducible on Canary and Stable. Steps: (1) Go to amazon.com (2) Tap Sign In (3) Select Create an account (4) Use a generated password (5) Tap Continue

This is a trivial change of resource IDS_MANAGE_PASSWORDS_LINK which currently reads

The infobar and the bubble use a separate string in the translation console that has a placeholder for this link title.">
