Regression : Unnecessary 2 Close options is seen i.e. 'Close' button and 'x' option in 'Google Play Terms of Service' window which available after 'You're signed in!' screen

Chrome Version: 69.0.3464.0/10818.0.0 dev channel Daisy,Kip and Reks

What steps will reproduce the problem?
(1)Recover Build ->In Sign in Screen enter valid Email and Password ->After 'Please wait..' screen , 'You're signed in!' screen is seen  -> click on 'Accept and continue'
(2)Now in  'Google Play Terms of Service' window click on 'Learn more' link
(3)Observe unnecessarily 2 Close options is seen i.e. 'Close' button and 'x' option
(Please refer video)

Expected: Only 1 close option should be seen i.e. either 'X' option or 'Close' button
Actual: Instead  unnecessarily 2 Close options is seen i.e. 'Close' button and 'x' option

This is Regression Issue as same is working fine in M-67

@khmel : please confirm the Issue

Note : Issue is also seen on M-68
