Issue descriptionChrome Version: 69.0.3473.0 (Official Build)cd23eb9e98a965ea157e23052bb62553e5d520d5-refs/branch-heads/3473@{#1} 32/64-bit. OS: Windows (7,8,8.1,10) and Linux(14.04 LTS). Pre-condition: Enable 'Force UI Direction' to 'Right-to-left'. What steps will reproduce the problem? 1. Launch Chrome and sign-in to Chrome with those credentials in which none of the profile pic is uploaded. 2. Observe the alphabet appeared in profile avatar icon at top left corner of browser. Actual: Alphabet is seen mirrored. Expected: Alphabet should not be mirrored. This is a Non-regression issue, seen from M-69 series build #69.0.3473.0 NOTE: This issue is not reproducible on Mac(10.12.6 , 10.13.1 , 10.13.5, 10.13.6) OS.
